Bushra brings a distinctive blend of legal insight and operational acuity to OSLA, shaped by her tenure as a Supervising Administrative Law Judge (SALJ) in New York State. With firsthand experience leading under pressure and orchestrating complex systems, she consistently delivers results that matter. As a SALJ, she supervised nearly 400 court personnel, including 70 judges—mobilizing individuals with diverse motivations is one of her key strengths.

Throughout her career, Bushra has steered initiatives that balance technology, people, and policy. During the height of the pandemic, she led the shift to virtual hearings in New York state—coordinating cross-functional teams, managing stakeholder input, and introducing new workflows under tight timelines. Her attention to data security and performance monitoring helped protect sensitive information while keeping a close eye on usability, resolution speed, and public impact.
