Bushra Vahdat

Bushra Vahdat brings legal, operational, and project management experience to Oxford Strategic Legal Advisors, where she supports complex initiatives involving organizational change, technology implementation, and business operations. Her background gives her a practical understanding of how people, processes, and systems need to work together when organizations are managing significant change.
Before joining Oxford, Bushra served as a Supervising Administrative Law Judge in New York State, where she oversaw nearly 400 court personnel, including 70 judges. In that role, she managed day-to-day operations across a large and complex legal environment, coordinating teams with different responsibilities, priorities, and working styles while maintaining consistency and continuity across the organization.
During the height of the pandemic, Bushra led the transition to virtual hearings across New York State. She coordinated stakeholders, gathered input from affected groups, introduced new workflows, and helped move the hearing process online under significant time pressure. Her work also addressed data security, system usability, case resolution speed, and the broader impact of the transition on the public.
At Oxford, Bushra applies that experience to projects requiring coordination across leadership, internal teams, and clients. She helps define project requirements, organize workstreams, manage timelines, and keep initiatives moving from planning through execution.
Her background in both law and operations gives Bushra a strong perspective on how policy, technology, personnel, and organizational priorities intersect. She brings that perspective to Oxford engagements where successful execution depends not only on the strategy itself, but on how effectively change is managed across the organization.
